Sempra Infrastructure signs long-term deal with EQT for Port Arthur LNG Phase 2

Sempra Infrastructure, a subsidiary of Sempra, and EQT Corporation have entered into a 20-year sales and purchase agreement for liquefied natural gas (LNG) offtake from the Port Arthur LNG Phase 2 project in Jefferson County, Texas. Under the agreement, EQT will acquire 2 million tonnes per annum (Mtpa) of LNG on a free-on-board basis at prices indexed to Henry Hub.

“Advancing the Port Arthur LNG Phase 2 project with EQT reflects our mutual commitment to helping ensure U.S. natural gas projects continue to support local economic development and provide global markets with a stable, long-term supply of LNG,” said Justin Bird, CEO of Sempra Infrastructure. “This development project can help fortify America’s position as a leading energy exporter, which is a shared goal of EQT and Sempra Infrastructure.”

The Port Arthur LNG Phase 2 development is intended to address global energy demand and has seen strong interest from potential buyers. In July 2025, Sempra Infrastructure signed another 20-year agreement with JERA Co., Inc. for 1.5 Mtpa of LNG offtake. Earlier in August 2025, the company expanded its alliance with ConocoPhillips through a separate 20-year SPA for an additional 4 Mtpa from the proposed project.

The Federal Energy Regulatory Commission approved the project in September 2023. Export authorization was granted by the U.S. Department of Energy in May 2025, allowing shipments to countries without free-trade agreements with the United States. All significant permits required for Port Arthur LNG Phase 2 have been obtained.

Bechtel has been selected for engineering, procurement, and construction services for the facility’s second phase. A final investment decision is expected later in 2025.

Port Arthur LNG Phase 2 is planned to include two liquefaction trains capable of producing about 13 Mtpa of LNG, potentially increasing total capacity at Port Arthur from approximately 13 Mtpa (Phase 1) up to around 26 Mtpa after completion. The first phase is currently under construction and targets commercial operations in 2027 and 2028.

Progress on Phase 2 remains subject to several risks such as finalizing commercial agreements, maintaining permits, securing financing, and reaching an investment decision.

Sempra Infrastructure focuses on developing energy infrastructure across North America including LNG facilities and low-carbon solutions. EQT Corporation operates primarily in the Appalachian Basin with a focus on responsible natural gas production.

Both companies included cautionary statements regarding forward-looking information due to inherent uncertainties related to regulatory actions, market conditions, operational risks, climate policies, availability of capital resources, and other factors beyond their control.
