Bent Philipson, founder of Philosophy Care, said that California homeowners may face higher premiums under new catastrophe-model and reinsurance rules. This has prompted interest in insurance structures that offer greater stability. The statement was made on X.

“USAA proposes a 7.3% average home insurance hike in California, affecting 350,000 policyholders,” said Philipson. “Premiums may spike in wildfire-prone areas like Malibu under new rules on catastrophe models and reinsurance costs.”

According to Captive.com, summarizing ALIRT Research, reciprocal property insurers offer member-run governance that can stabilize pricing in catastrophe-exposed markets by prioritizing long-term surplus protection over quarterly profits. At least 27 new reciprocals formed between 2017 and 2024 to counter reinsurance-driven volatility, with exchanges such as SURE entering states facing severe capacity shortages to add stability and policyholder control.

Rate data indicates that reciprocals can moderate premium growth even in high-risk environments. As reported by the San Antonio Express-News, USAA—a reciprocal exchange—raised homeowners rates only 4.1% in 2024 while Texas statewide increases averaged 18.7%. It still paid $4.3 billion in catastrophe claims and returned $2.2 billion to members, indicating greater stability than many stock carriers.

Reciprocal and mutual insurers often outperform stock carriers during catastrophe years. According to an AM Best market-segment report, policyholder-owned insurers improved their combined ratio by about 10 points and swung from a $10.8 billion loss in 2023 to a $26 billion profit in 2024 despite 27 separate $1 billion weather events, reflecting resilience tied to surplus retention and conservative underwriting.
