LACCD seeks developer for student housing at Pierce and City College campuses

The Los Angeles Community College District announced on March 16 that it has launched a search for a developer to build student housing at Los Angeles Pierce College in Woodland Hills and Los Angeles City College in East Hollywood. The district issued a Request for Qualifications and Proposals (RFQ/P) on March 5, inviting the development community to partner with LACCD in designing and delivering purpose-built student housing at these two campuses.

Housing insecurity is a significant barrier for many students in the district, with nearly one in five experiencing homelessness in the past year. More than 210,000 students are enrolled annually across LACCD’s nine colleges, many of whom are first-generation college students or working adults facing unstable housing situations.

“This RFQ/P marks an important step toward addressing the housing crisis our students are facing every day — and it reaffirms, in the most concrete terms yet, this Board’s commitment to making student housing a reality,” said Sara Hernandez, J.D., President of the LACCD Board of Trustees. “Stable housing is the foundation of student success, and we have a responsibility to build it. This procurement puts housing within reach for thousands of LACCD students, and I am proud of the work that this District has made.”

Today’s RFQ/P launch is a direct response to our responsibility and commitment to our students. It is proof that this District sees its students, understands the severity of the housing crisis, and is committed to building a future for them.”

The district plans to contribute up to $75 million per campus from Measure LA General Obligation bond funds toward construction costs. Developers are invited to propose financing plans for any remaining costs. In line with a board resolution from March 2026, LACCD aims to reserve 20 percent of new units for students who have experienced foster care.

Proposals must be submitted by April 17 through PlanetBids’ online vendor portal. Two non-mandatory pre-submission conferences will be held via Zoom on March 11 and March 19 for interested developers.
