Gavin Newsom, Governor of California, announced that several homeowners insurance companies are returning to California’s market due to recent reforms. This was confirmed by the California Department of Insurance in a post on X.

According to KCRA 3 News, California’s property insurance market faced a prolonged crisis as major carriers such as State Farm and Allstate ceased issuing new homeowner policies. The decision was attributed to wildfire risks, inflation, and regulatory limits on premium adjustments. This situation forced thousands of homeowners into the state’s FAIR Plan, a last-resort insurer that experienced an enrollment increase of over 25% since 2020. The Newsom administration’s reforms, part of the “Sustainable Insurance Strategy,” aim to restore insurer confidence and reduce reliance on emergency coverage while balancing consumer protections.

CBS Sacramento reported that five major insurance companies—Mercury Insurance, CSAA Insurance Group, USAA, Pacific Specialty, and California Casualty—have committed to “stay and grow” in California under Governor Newsom’s new regulatory framework. These firms collectively represent three of the state’s top seven homeowners insurers. The California Department of Insurance said these commitments are a direct result of the administration’s reforms, which provide insurers greater flexibility to adjust rates while maintaining consumer oversight.

The California Department of Insurance explained that the governor’s “Sustainable Insurance Strategy” allows insurers to incorporate advanced catastrophe modeling and consider reinsurance costs in rate filings—tools previously unavailable under state regulation. These measures encourage companies to reenter wildfire-prone regions by improving actuarial accuracy and stabilizing profitability. Officials emphasized that participating insurers must also expand coverage in higher-risk communities as a condition of these new flexibilities.

According to the official Office of Governor Gavin Newsom website, the Governor Newsom Press Office serves as the state’s primary communications arm for public policy announcements, executive actions, and reform updates. It coordinates press briefings, legislative messaging, and interagency communications to ensure transparency around state initiatives.
