The California Public Utilities Commission (CPUC) has launched a new rulemaking process to develop policies and rules for autonomous vehicle (AV) passenger transportation services. This move follows the conclusion of the previous proceeding, R.12‑12‑011, and is intended to address outstanding issues while providing continued oversight of AV deployment in California.
The scope of the new proceeding includes topics such as integrating advanced driver assistant systems, forming partnerships between AV operators and other regulated passenger carriers, considering participation by personally owned AVs, shared and airport operations, and setting policies regarding unaccompanied minors.
Stakeholders—including service providers, technology developers, consumer advocates, and regional transit agencies—are encouraged to participate in the process. The CPUC states that early engagement will help ensure that the rulemaking reflects a wide range of perspectives on safety, innovation, and accessibility.
According to the CPUC: “The CPUC’s process aims to strike a balance between fostering technological advancement and safeguarding Californians. With AV services evolving rapidly, this Rulemaking is a pivotal platform to solidify California’s leadership in transportation innovation.”
The CPUC regulates utilities and services in California with a focus on consumer protection, environmental safeguards, and ensuring access to reliable infrastructure. More information about their work can be found at www.cpuc.ca.gov.
