The California Public Utilities Commission (CPUC) has published a list of new filings and proposed decisions for the week of February 9–13, 2026. These filings may affect utility services, regulatory policies, and consumer protections across the state.

Among the notable proposed decisions is one that would grant LS Power Grid California, LLC a certificate of public convenience and necessity for the Power Santa Clara Valley Project. Another decision proposes to approve, with modifications, San Diego Gas & Electric Company’s application related to its Energy Resource Recovery Account compliance for 2023.

Other significant proposals include adopting and modifying a settlement agreement in Liberty Utilities’ Test Year 2025 General Rate Case and authorizing Southern California Edison Company to issue debt and guarantee obligations for others. Additionally, there is a proposed approval of Southern California Gas Company’s shareholder reward for Year 31 under the Gas Cost Incentive Mechanism.

For transportation-related services, Catalina Channel Express, Inc. could receive authorization for a general fare increase and zone of rate freedom if another proposed decision is approved.

The CPUC also issued decisions denying Engie North America’s petition to modify an earlier order and proposing rate relief measures for incarcerated persons using calling services. Small Business Utility Advocates may be compensated for their contributions to several commission decisions if another proposal is accepted.

In climate policy matters, there is a recommendation to pause distribution of large utilities’ 2026 residential climate credit. Funding extensions are also proposed for the Flex Alert Paid Media Campaign through 2026.

New complaints and applications have been filed as well. Southwest Gas Corporation seeks authority to issue up to $1.15 billion in debt securities, refinance existing debts under specific guidelines, and enter into risk management contracts. ISS Action, Inc. has appealed a $20,000 citation from the CPUC’s Consumer Protection and Enforcement Division.
