California Public Utilities Commission receives new filings affecting utility services

Each week, new filings are added to ongoing and new proceedings that affect utility services, communities, and consumers in California. These filings include Proposed Decisions open for public comment, as well as complaints and applications that could shape future policy and regulatory actions.

For the week of August 18–22, 2025, several key items were filed with the California Public Utilities Commission (CPUC).

In Proceeding A23-03-003, a Proposed Decision was filed on August 15, 2025. The decision grants compensation to The Utility Reform Network for its substantial contribution to Decision 24-06-024.

Another Proposed Decision was filed in Proceeding A22-05-002 et al. on August 18, 2025. This decision denies a Petition for Modification of Decision 22-12-009.

Among the new complaints and applications filed is Proceeding A25-08-009 from August 15, 2025. Southern California Gas Company (SoCalGas) and Lakeside Pipeline LLC submitted an application requesting a reasonableness review of costs incurred during the Lakeside: Maas Energy Works Senate Bill (SB) 1383 Dairy Biomethane Pilot Project.

Proceeding A25-08-010 was filed on August 18, 2025. In this application, the City of Oceanside seeks authority to construct a pedestrian underpass trail at Loma Alta Creek as part of the proposed Loma Alta Slough Wetlands Enhancement Project. This project is subject to approval by the Commission.

Two complaints were also submitted regarding Pacific Gas and Electric Company (PG&E). In Proceeding C25-08-011, Minturn Nut Company has filed a complaint about service adequacy and associated charges. In Proceeding C25-08-012, Rebecca Flores, Trustee for The Cytah Flores Legacy Trust, has raised concerns about service and billing issues with PG&E.

The CPUC encourages public participation in these proceedings. Written comments can be submitted directly on each proceeding’s Docket Card. Additionally, stakeholders can subscribe to updates using the specific proceeding number through the CPUC’s Subscription Service.
