Each week, the California Public Utilities Commission (CPUC) releases updates on new filings that affect utility services, policy, and regulation in California. The filings for the week of November 10-14, 2025, include several proposed decisions and new complaints or applications that could shape future utility practices across the state.
Among the proposed decisions open for public comment is one granting compensation to the Environmental Defense Fund for its contribution to a previous decision. Another proposed decision addresses San Diego Gas & Electric Company’s request to recover costs related to wildfire mitigation efforts. There is also a proposal approving Bear Valley Electrical Services’ settlement agreement for developing a solar facility and battery energy storage system.
A proposed decision would allow Pacific Gas and Electric Company to recover certain expenditures through its transmission revenue requirement reclassification memorandum account. Southern California Edison Company has a settlement proposal regarding cost recovery for expenses from the 2018 Woolsey Fire. Additionally, Southern California Gas Company may be authorized to issue up to $3.3 billion in new debt securities if another proposed decision is adopted.
Other proposals include addressing test year 2026 cost of capital for major utilities such as Pacific Gas and Electric Company, Southern California Gas Company, Southern California Edison Company, and San Diego Gas & Electric Company. There are also decisions pending on electric procurement revenue forecasts and greenhouse gas-related forecasts for San Diego Gas & Electric Company.
The CPUC has released proposals updating its affordability framework, closing an ongoing proceeding on this topic, as well as designating initial priority zones for neighborhood decarbonization and reviewing renewables portfolio standard procurement plans for 2025.
In addition to these proposals, several new complaints and applications were filed. Pacific Gas and Electric Company applied for review and recovery of costs related to the 2019 Kincade Fire and 2021 Dixie Fire under AB 1054. Other complaints involve allegations of billing errors by Pacific Gas and Electric Company and violations of Rule 21 by Bret Foreman against PG&E. Melissa Hicks filed a complaint against Pacific Bell d/b/a AT&T California over unauthorized changes in terms of service. An appeal was also filed by Osama Rashed concerning a citation issued by the CPUC Consumer Protection and Enforcement Division.
