Each week, the California Public Utilities Commission (CPUC) releases information about new filings that affect utility services and policies across the state. The latest updates for the week of July 21–25, 2025, include several proposed decisions now open for public comment, as well as new complaints and applications.
Among the key filings is a Proposed Decision authorizing PacifiCorp, operating as Pacific Power, to establish a Wildfire Expense Memorandum Account. This account will track incremental unreimbursed wildfire liability-related costs.
Another significant development is the approval of a financial order allowing Southern California Edison to issue recovery bonds related to expenses from the Thomas Fire and Montecito Debris Flow.
The CPUC also resolved confidentiality issues in annual reports submitted by Transportation Network Companies from 2021–2024. The decision sets guidelines for future reporting requirements and modifies an earlier commission decision.
Additionally, Uber’s petition to modify a previous CPUC decision was granted this week.
In efforts to expand broadband access, the commission approved the Home Broadband Pilot for eligible households within the California LifeLine program. This move is intended to help bridge digital divides among low-income Californians.
Other notable actions include adopting Flexibility Rate Design Proposal guidelines for major utilities—Pacific Gas and Electric, Southern California Edison, and San Diego Gas & Electric—and resolving PG&E’s motion regarding Energization Cost Caps for 2025 and 2026. Statewide energy efficiency goals have also been set for 2026 through 2037.
New applications filed this week range from requests by TWC IP Enabled Services to offer fixed interconnected VoIP services in California to Charter Fiberlink CA-CCO seeking expansion into additional territories. There are also joint utility applications for rehearing of recent CPUC resolutions and an appeal by Havasu Water Co. concerning a citation issued in May 2025.
Two new rulemakings were instituted: one aims to enhance the California Climate Credit program while another seeks improvements in communications emergency preparedness and network resiliency across service providers in California.
