Each week, the California Public Utilities Commission (CPUC) publishes new filings that affect utility services, communities, and consumers across the state. The filings from December 15 to December 29, 2025, include proposed decisions open for public comment as well as new complaints and applications that may influence future regulatory actions.
Among the proposed decisions available for public comment is a decision in Proceeding A24-10-006 regarding a transfer of control subject to conditions. Another proposed decision in Proceeding A24-03-018 grants compensation to the Alliance for Nuclear Responsibility for its substantial contribution to Decision 24-12-033. In Proceeding A23-12-001, there is a proposal to partially grant Pacific Gas and Electric Company’s request for recovery of wildfire mitigation and other related costs. Additional proposed decisions involve interim rate recovery for Southern California Gas Company’s Distribution Integrity Management Program (A25-08-008), establishing a Standard Offer for Flexible Service Connection (R24-01-018), and modifications to Decision 24-03-001 (R21-11-014).
The list of new complaints and applications includes several matters involving major utility companies. For example, San Diego Gas & Electric Company has filed applications related to the Palomar Decarbonization Demonstration Project (A25-12-009) and its Smart Meter 2.0 Proposal (A25-12-012). Pacific Gas and Electric Company has submitted a joint application with Standard Pacific Gas Line Incorporated seeking approval for the sale of gas transmission pipeline facilities and related agreements (A25-12-014). Southern California Edison Company seeks approval under Public Utilities Code Section 851 for the sale of North Coast property (A25-12-015).
Other notable filings include applications by telecommunications providers such as Easton Telecom Services, L.L.C., B2 Solutions, Inc., and Altafiber Extended Territories California LLC seeking certificates or registration to provide various communication services within California.
There are also several consumer complaints against utility companies alleging billing errors or unauthorized changes to service terms. These cases involve Comcast Phone of California, LLC; Southern California Edison Company; Pacific Gas and Electric Company; and others.
In addition, appeals have been filed by entities such as California Broadband Cooperative, Inc., and Alleswolke Wireless LLC contesting citations issued by CPUC’s Communications Division.
The CPUC encourages public participation in these proceedings. “Submit a public comment on any Proposed Decision via the CPUC Docket Card,” states information provided by the commission. It also notes that individuals can subscribe using proceeding numbers to receive updates on rulings and notices.
