California Public Utilities Commission posts new utility complaints and appeals for early November

Each week, new filings are submitted to ongoing and new proceedings that affect California’s utility services, communities, and consumers. These filings include Proposed Decisions, which may be open for public comment, as well as complaints or applications that could influence future policy and regulatory actions.

The California Public Utilities Commission (CPUC) has published the list of new filings for the week of November 3-7, 2025. Among these are several complaints and appeals involving major utility companies.

One complaint was filed by Danilo Nesovic against San Diego Gas and Electric Company. The complaint alleges an incorrect application of SDG&E Electric Tariff Rule 16 and Rule 19.

Another complaint was filed by Kulbir Singh, doing business as Mood N Food, against Pacific Gas and Electric Company. The allegation in this case concerns a billing error.

Additionally, Osama Rashed has appealed a decision issued by the CPUC Consumer Protection and Enforcement Division regarding a $5,000 matter from September 8, 2025.

The CPUC encourages public participation in its processes. “If a Proposed Decision is listed, you can submit a written comment directly on the proceeding’s Docket Card. For any proceeding, you can also subscribe to the CPUC’s Subscription Service using the proceeding number to receive updates, rulings, and notices.”

Members of the public can stay informed about these developments by submitting comments on Proposed Decisions through the CPUC Docket Card or subscribing to specific proceedings for updates.
