Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that affect utility services, communities, and consumers in California. These filings include Proposed Decisions, complaints, and applications that may influence future policies and regulations.
For the week of September 15-19, 2025, two Proposed Decisions are open for public comment. One involves granting Southern California Edison Company a permit to construct the Gorman-Kern River Project (Proceeding A22-02-014). The other denies a petition to modify Decision 20-08-043 (Proceeding R18-07-003).
Several new complaints and applications were also filed. Cebod Technologies LLC applied for registration as a telephone corporation under Public Utilities Code Section 1013 (A25-08-019). IPC Systems, Inc. seeks a Certificate of Public Convenience and Necessity to operate as a non-dominant interexchange carrier (A25-09-002). Catalina Channel Express, Inc., a vessel common carrier service provider, has requested an increase in baseline rates while retaining its current Zone of Rate Freedom (A25-09-003). AAA American Leasing, LLC filed for registration as a telephone corporation (A25-09-005), while BBIX USA, Inc. applied for authority to provide local exchange and interexchange services in California (A25-09-006).
In complaint cases from recent weeks, Jameon Walton alleges billing errors and violations by Southwest Gas Corporation under Tariff Rule 3 with claims of failure to provide service (C25-07-019). Brandon Gjelsvik has accused Southern California Edison Company of billing errors (C25-08-020), while Maria Tadeo alleges overbilling by Pacific Gas and Electric Company (C25-09-007).
Additionally, an Order Instituting Rulemaking was filed on September 18 to enhance demand response programs in California (R25-09-004).
The CPUC encourages members of the public to participate by submitting written comments on any Proposed Decision through the Docket Card or subscribing to specific proceedings for updates.
