California Public Utilities Commission lists new regulatory filings impacting utilities

The California Public Utilities Commission (CPUC) has announced several new filings for the week of January 26-30, 2026. These filings cover a range of applications and complaints that may affect utility services, regulatory actions, and policy in the state.

A notable item is a Proposed Decision to close the Risk Assessment and Mitigation Phase proceeding. This decision is open for public comment, and individuals can submit their written feedback directly through the CPUC’s Docket Card system.

Among new applications filed is one by Golden State Water Company seeking authorization to purchase assets from Norwalk’s Artesia service area water system. Another application comes from Velocity Communications, Inc., which is requesting rehearings of two separate CPUC resolutions—T-17896 and T-17898.

MAIN EXPRESS, LLC has applied for passenger stage authority under Section 1031 of the California Public Utilities Code. If approved, this would allow them to transport passengers and baggage on an on-call basis across several counties including San Diego, Orange, Los Angeles, San Bernardino, Riverside, Kern, Monterey, Tulare, Fresno, Santa Clara, San Mateo, San Francisco, Alameda and Sacramento. The application also seeks approval to establish a Zone of Rate Freedom as outlined in Section 454.2 of the code.

A joint application was submitted by Southwest Gas Corporation along with Alpine Natural Gas Operating Company No. 1 LLC; Bear Valley Electric Service Inc.; Liberty Utilities (CalPeco Electric) LLC; PacifiCorp; and West Coast Gas Company Inc. They are seeking approval for bridge funding for Energy Savings Assistance and California Alternate Rates for Energy Programs for program year 2027.

There are also several complaints that have been filed against utility providers during this period. Justin Troutman has lodged a complaint against Pacific Gas and Electric Company alleging failure to set up a payment arrangement. Protector Brewery LLC has complained about San Diego Gas and Electric Company’s alleged failure to provide reasonable and timely gas service. Tyler Gibson has filed against Southern California Edison Company citing a lack of explanation regarding charges.

The CPUC encourages members of the public to participate by submitting comments on proposed decisions or subscribing to proceedings using their assigned numbers in order to receive updates.
