The California Public Utilities Commission announced on March 23 a summary of new filings and proposed decisions submitted during the week of March 16-20, 2026. These updates include several proposed decisions open for public comment as well as new complaints and applications that may affect utility services in California.
The weekly release highlights the importance of public participation in regulatory proceedings that impact communities, consumers, and utility policies. Proposed decisions currently open for comment involve compensation grants to organizations such as the Protect Our Communities Foundation and Utility Consumers Action Network for their contributions to previous commission decisions. Other proposals address matters like marginal cost establishment, revenue allocation, rate design by Southern California Edison Company, and denial of cost recovery requests from Southern California Gas Company related to the Angeles Link project.
Several new applications were also filed during this period. These include requests from utilities and regional networks seeking approval for business plans covering energy efficiency portfolios from 2028 through 2035. Notable applicants are Southern California Edison Company, Association of Bay Area Governments, County of Ventura’s Tri-County Regional Energy Network, San Diego Gas & Electric Company, Marin Clean Energy, Pacific Gas and Electric Company, Peninsula Clean Energy, Central California Rural Regional Energy Network, Northern California Rural Regional Energy Network (with two separate applications), San Diego Community Power’s regional network proposal, Southern California Gas Company’s business plan submission, and Southern California Regional Energy Network.
Other notable filings include an application by the California High-Speed Rail Authority to construct an overhead grade separation at Avenue 17 over existing BNSF tracks within Madera County. In addition to these major utility-related submissions are two expedited complaint proceedings: one alleging a violation by Southern California Edison under Rule 17 brought by Soon Hee Song and Chung Sup Song; another accusing San Jose Water Company of overbilling filed by Suzanne M. Valente.
Members of the public can submit written comments on any listed proposed decision via each proceeding’s Docket Card or subscribe using a proceeding number to receive ongoing updates about rulings and notices.
