California Public Utilities Commission lists new filings and proposed decisions for March 9-13, 2026

The California Public Utilities Commission announced on March 16 the addition of new filings and proposed decisions from the week of March 9 to March 13, 2026. These updates include several applications, complaints, and proposed decisions that may affect utility services across the state.

The regular release of such filings is important because it allows members of the public and interested parties to stay informed about regulatory actions that could impact communities and consumers. Many proposed decisions are open for public comment, providing an opportunity for individuals to participate in shaping future policies.

Among the highlighted proceedings is a proposed decision adopting a partial settlement agreement in proceeding A2407003. This decision authorizes rate increases for test year 2026 as well as escalation years beginning January 1, 2027, and January 1, 2028. Another filing in proceeding (ECP) C2508023 grants relief in part while denying it in part.

New applications include BlueCastle IT Solutions LLC seeking registration as a telephone corporation under Public Utilities Code Section 1013; PetDesk, LLC applying for a certificate to provide non-facilities based fixed interconnected Voice over Internet Protocol (VoIP) services; Velocity IG Operations, LLC requesting a certificate under Section 1001; Southern California Edison Company seeking authority related to its Class C water utility and smaller gas utility operations; Chevron Products Company and Valero Marketing Supply Company requesting rehearing of resolution o-0098; Voyant Solutions applying to provide fixed interconnected VoIP services; Bay Area Toll Authority proposing construction of the West Oakland Link project over existing railroads in Alameda County; San Diego Gas & Electric Company seeking authorization to issue additional debt securities totaling up to $2.583 billion plus roll-over debt securities up to $1.348 billion with features aimed at lowering costs for ratepayers; and Robin Mattern along with other complainants alleging violations by Pacific Gas and Electric Company regarding Electric Rule 20.

One application listed as needing reassignment dates back to July 8, 2020: Southern California Edison Company’s request concerning securitization of certain costs under Public Utilities Code Section 850 et seq.

Members of the public can submit comments on any proposed decision through each proceeding’s Docket Card or subscribe using its number for future updates from the commission.
