Each week, the California Public Utilities Commission (CPUC) adds new filings to its ongoing and new proceedings, which affect utility services, communities, and consumers across the state. These filings include Proposed Decisions that are open for public comment, as well as new complaints and applications that may influence future regulatory actions.
For the week of October 13-17, 2025, several key filings were announced. Among the Proposed Decisions open for public comment is a joint application from Sprint Communications Company L.P. and T-Mobile USA, Inc. seeking approval for the transfer of control of Sprint Communications Company L.P. under California Public Utilities Code Section 854(a). Another filing involves California Resources Production Corporation’s application for a Certificate of Public Convenience and Necessity to operate as a gas corporation in California.
Other notable proceedings include an Order Instituting Rulemaking to create a consistent regulatory framework for integrated distributed energy resources, a proposed electrification pilot initiative for mobile home parks, an update to the California Universal Telephone Service (California LifeLine) Program, and consideration of cost-effectiveness issues and equipment performance standards for Distributed Energy Resource Programs.
New complaints and applications were also filed. PacifiCorp applied for authority to encumber certain water rights under Public Utilities Code Section 851. Southern California Gas Company proposed a Woody Biomass Pilot Project. Additionally, two complaints were filed against Pacific Bell d/b/a AT&T California regarding billing errors and account access issues.
