The California Manufacturers & Technology Association (CMTA) has expressed its support for the proposed Quarry Innovation Center, an advanced manufacturing development near Brisbane, California. The project, led by Orchard Partners, LLC, aims to create over 1,400 permanent jobs once fully operational.

According to plans informed by community input, the development will involve closing the existing Guadalupe Quarry and constructing an 892,000-square-foot building for advanced manufacturing on approximately 61 acres of the property. In addition to economic goals, the project sets aside 82 acres—about 57% of the site—for conservation and open space to help protect San Bruno Mountain.

Beyond land conservation efforts, Orchard Partners plans a one-time $1.8 million contribution toward implementing the San Bruno Mountain Habitat Conservation Plan. The company will also make a one-time payment exceeding $15 million to Brisbane and anticipates generating about $1.5 million in annual revenue for the city. A full Environmental Impact Report will be completed for the project; Orchard Partners does not plan to seek a CEQA exemption under SB 131.

The CMTA has represented manufacturers before state agencies since 1918. Manufacturing in California generates around $300 billion annually—roughly 10% of statewide economic output—and employs about 1.3 million people with wages higher than other non-farm employers.

Orchard Partners is a real estate investment firm based in Lafayette, specializing in industrial redevelopment projects throughout the Bay Area.

The Quarry Innovation Center would redevelop part of Guadalupe Quarry into an advanced manufacturing site annexed into Brisbane while conserving more than 80 acres as open space.
